As stated Scotbrite reflective material now incorporated into most Textile jackets should be more than enough to meet the minimum area suggested.
I have also often thought that as we have moved on significantly since only the odd Volvo had daytime running lights and now are in the era of Xenon Blue lights on a significant no of cars . Why not make bikes lights have a Xenon Red or Yellow tint for compulsory daytime lighting and only allow on bikes.
Quite a visible difference I would have thought :?:

I have a HID headlight but its quite illegal, and it infuriates old folk who have just got used to those new fangled halogen lights.
And STILL the twats don't see me if they are not looking
This legistlation will just give them another 20% less blame if you don't have your dayglow jacket on for that trip to the shops

Years ago when I started riding I remember reading the results of a study that found (not surprisingly) that riding with your headlight on made you more visible. However, it also found that motorists who saw you coming with the headlight ON tended to UNDERESTIMATE your speed versus those who saw you coming with the headlight OFF. So you're damned if you do and damned if you don't. I find that a little lateral movement in your lane helps; people are more apt to see you when you weave from side to side a bit when approaching an intersection, and of course some of them think you're drunk so they steer clear for that reason :) Bottom line is, we all know that visibility is an issue so we all have to take responsibility for seeing them and avoiding them and not rely on them seeing us.

in poor weather I use these tiny LED bike lights that you can clamp on anywhere .
They flash at a high rate and that makes them very visible .
( also illegal , but ..)

Not entirely waterproof , but cheap .
I wish I could find a blue one ..

On reflection I think it would have to be just the yellow tint as Red could be a bit confusing. rear lights traffic lights etc.
Coincidently I was riding yesterday and coming towards me was a VFR 1200 with small blue lights all down the fairing. Looked quite good actually. :o

That would work in practice but more than ONE headlight on a bike is illegal here.

  it is in llandudno in wales.
I had just taken part in a light parade. I took a terminally ill child on the back and alltogether we ( goldwing club) raised over £5k for their charity.

cops do NOT like us riding with the strobes and blue lights on when not in a parade

It applies to bikes registered in Germany (and Austria unless they've changed the law recently).
